RED CROSS The American National Red Cross (ARC). . was founded in 1881 by Clara Barton and is chartered by the Congress of the United States "to act as a medium of communication between members of the armed forces and their families; to carry on a system of national and international relief to alleviate suffering caused by pestilence, flood, fire, and other disasters; and to devise measures for preventing such calamities." Red Cross services are organized into several programs, including a disaster services program, a nursing and health services program, and a safety services program. Its blood services program is the largest blood donor service in the world.
