In theory, the agents of disaster relief are knocking on your door as you return from the shelter and the whole mess is laid out in front of them to sort out and inspect. In theory, your claim is adjudicated by a wise and compassionate judge who quickly separates the wheat from the chaff and shakes your hand as he slips you a check and says, "Bless you, citizen, good luck." But then again, in theory, we citizens are intelligent and forward-looking folk who would never buy a house in a flood plain, park the Chrysler under an old oak tree, or live in California. Stuff, as they say, happens.
